In accordance with the Foreign Service Act of 1980, section 304 on chief of mission nominees, the President must provide the Senate Foreign Relations Committee with “a report on the demonstrated competence of the nominee to perform the duties of the position in which he or she is to serve.” Known as “Certificates of Demonstrated Competence,” these documents are the Administration’s presentation to the Senate Foreign Relations Committee of the individual’s qualifications.
The certificates below provide a snapshot of Chief of Mission nominees under the Obama Administration from late July 2012 through November 2013. AFSA obtained them through two Freedom of Information Act requests. Going forward, the Administration has agreed to post certificates for all future nominees on the State Department website.
