T heAFSAMemorialPlaqueCeremony was held May 6 during Foreign Affairs Day in the C St. lobby of the StateDepartmentinfrontofthewestplaque. Theannual ceremony serves tohonor those colleagues who have lost their lives in the lineofdutywhile serving their countryover- seas. The names of three more fallen col- leagues were added to the plaque this year: James Mollen, Edward Seitz and John O’Grady. T his year’s AFSA Award for Lifetime Contributions to American Diplomacy has gone to Senator Richard Lugar, R-Ind., chairman of the Senate Foreign Relations Committee. Senator Lugar is one of the strongest supporters of Americandiplomacy inCongress andone of the legislature’s most thoughtful leaders in the realm of foreign policy. During his 28 years in the Senate, RichardLugar hasmade enormous contributions toAmerican foreign policy and has been instrumental in promoting democracy around the world. He led in establishing the Nunn-Lugar Cooperative Threat Reduction Program, which aims at dis- mantlingweapons ofmass destruction in the former SovietUnion. He continues towork towardeliminating the threat of nuclear, chemical andbiological proliferation tomake the worlda saferplace. As chairmanof theSenateForeignRelationsCommittee, SenatorLugar hasconsistentlydemonstratedstrongsupportforboththepracticeandpractitionersofdiplo- macy. He has been a staunch advocate and faithful friend of the career Foreign Service, the “unsung heroes” of public service.
