THE FOREIGN SERVICE JOURNAL | SEPTEMBER-OCTOBER 2025 67 AFSA NEWS Glenn Stanton JULIE NUTTER RETIREE REPRESENTATIVE Julie Hagarty Nutter served as AFSA’s director of professional policy issues from 2017 to 2025. She came to AFSA after a 30-year career as a Foreign Service officer. In the Foreign Service, Julie was posted to Nigeria, Liberia, Iraq (during the Iraq War), London, Brussels, and Washington, D.C. She has two master’s degrees: one in national strategic resource management from National Defense University, and the other in international economics from Georgetown University’s School of Foreign Service, where she also obtained her undergraduate degree in international politics. Before her AFSA position, Julie completed a professional certificate in group facilitation from Georgetown’s School of Continuing Studies. She has two daughters and lives in Vienna, Virginia. MICHAEL KIRBY RETIREE REPRESENTATIVE Ambassador Michael Kirby joined the Foreign Service in November 1980. He served as the local AFSA representative in early consular tours in Dar es Salaam and Copenhagen. Amb. Kirby sandwiched four years as principle deputy assistant secretary in the Bureau of Consular Affairs around ambassadorships in Moldova (2006-2008) and Serbia (2012-2016). He retired in 2016. Amb. Kirby grew up in a Foreign Service family—his father joined the Foreign Service in 1948—so he is keenly aware of the importance of AFSA’s suite of benefits to both current and retired members. He is married to Sara Powelson Kirby; they met in eighth grade at the American School of Paris. They have two daughters and three grandchildren. n AFSA Welcomes New Manager of Membership and Events AFSA welcomes Glenn Stanton as the new manager of membership and events. Glenn brings years of experience as a federal employee from the U.S. General Services Administration, where she worked alongside the members of the Technology Transformation Service to bring innovative technologies to federal agencies. She also served on the presidential transition team to support pre- and post-election customers. Raised in Kentucky, Glenn moved to Washington, D.C., to pursue a degree in international affairs and Russian at George Washington University. At GW she performed traditional Filipino dance and researched translation in film and television. When she’s not working at AFSA, Glenn can be found on the tennis court or checking out a new band playing in the DMV. The most cost-effective approach to challenging a RIF before the MSPB would be for similarly situated employees to retain shared counsel, who can then seek to consolidate individual appeals.
