She earned her J.D. in 1936 and then headed east to Columbia University Law School to pursue her dream of studying both international and avia- tion law, a specialty she essentially cre- ated during the three years she spent there. She received her LLM in 1939 and joined the State Department. During a 34-year diplomatic career, first in Washington, D.C., and then in over- seas assignments as civil air attaché in Paris and Ottawa, Ms. Colclaser helped develop the post–WorldWar II framework for aviation and interna- tional law and policy that is still in use today. Following her retirement from gov- ernment service, Ms. Colclaser settled in Wooster, where she served the Col- lege of Wooster for five years as exec- utive assistant to the president and secretary of the college. Until 2005, she drove herself to Washington every year for the holiday season. Ms. Colclaser was the recipient of the Department of State Superior Service Award in 1966 and the Distin- guished Alumni Award of the College of Wooster in 1983. She was a mem- ber of Phi Beta Kappa, the Society of Benchers of Western Reserve Univer- sity Law School, and the Wayne County (Ohio) Bar Association. Survivors include a cousin, Mar- garet M. Gillan of Northville, Mich., as well as Mrs. Gillan’s children and their families, Deborah Gillan Straub and Robert Straub (Alexandra and Dayna) of Lowell, Mich., and John and Coll- een Gillan (Nicole, Melanie, and Ian) of Marion, N.C. Peter Collins , 72, a retired FSO, died on July 17 at his home in Albu- querque, N.M., of a sudden cardiac embolism.
