Washington, D.C. – A bill now before the U.S. House could become a vehicle for language that would eliminate the U.S. Agency for International Development (USAID) and make permanent the harm already done to USAID and its workforce. AFSA opposes any effort in Congress to codify the agency's dismantling.

H.R. 9087 was introduced in the U.S. House and is currently before the House Foreign Affairs Committee. As introduced, the bill included language that would have allowed USAID’s functions to be moved to the Department of State and cleared the way for the agency’s elimination. That language is not in the current version under review. However, similar language has been offered as an amendment and is expected to be considered when the committee resumes voting the week of June 22.

The stakes reach far beyond Washington. A growing Ebola outbreak overseas and the confirmed return of the screwworm parasite in the United States underscore why the U.S. needs experienced public servants and strong institutions able to respond before crises reach American families, farmers, and communities. Dismantling agencies and hollowing out expertise does not make America safer; it leaves the country less prepared.

AFSA urges members of the House Foreign Affairs Committee to reject any amendment that would codify the transfer of functions or allow for the elimination of USAID.
