On May 24,1924, the Rogers Act combined the consular and diplomatic services and established a professional United States Foreign Service. Today, the Foreign Service comprises nearly 16,000 professionals from every state in the nation, serving as America’s eyes and ears on the ground in more than 200 locations worldwide.

Bernicat, a career member of the U.S. Foreign Service, Class of Minister-Counselor, is the Director General of the Foreign Service and Director of Global Talent.  Ambassador Bernicat previously served as Acting Assistant Secretary for Oceans and International Environmental and Scientific Affairs (OES) and concurrently as the Senior Official for Economic Growth, Energy and the Environment (E) from January-August 2021.
